That’s one interpretation. Put slightly different, meditate, introspect, and question beliefs (about separate selves). 

Without separate selves is there still inner or outer conflict? 

Or just this peace?

 

If conflict is because of other, first see if there is other. Otherwise all the conflict would be based on assumption.

Peace is infinite & already the case and can’t be created. 

Ignorance, inner conflict which leads to outer conflict, can be dispelled. 

(Introspection, meditation, questioning beliefs).

It's actually quite amazing how peace really is already the case. Peace isn't created. War is just stopped. There is no effort to have or keep peace, there is only effort to have war.

 

Even "during" war, there is peace whenever the shooting and bombing isn't happening.

 

There's even peace between every machine gun shot. Bam (peace) bam (peace) bam (peace) bam (peace).

 

Maybe it's the same for happiness.
